Meet the American Millionaire Rescuing Migrants at Sea (MOAS)

More than 2,000 migrants have lost their lives trying to cross the Mediterranean to reach Europe so far this year. Many of these people are seeking asylum from war-torn countries in North Africa and the Middle East.

On Monday, the European Commission announced it would distribute $2.6 billion in aid over six years for countries like Greece and Italy, which have been struggling to cope with the surge in numbers of migrants and refugees.

But one American millionaire is also taking action. Christopher Catrambone, a businessman from Lake Charles, Louisiana, has set up the Migrant Offshore Aid Station (MOAS).

His boat, called the Phoenix, has been rescuing hundreds of boat people crossing the Mediterranean. He and his Italian wife, Regina, have so far invested about $8 million of their own money to buy the ship and hire a crew.

Christopher and Regina are the subjects of a new VICE News special called "The Smartest Man in the Sea." Simon Ostrovsky, the VICE News Correspondent who put this project together, weighs in.
